Manitowoc County EMS Association Meeting Minutes                                                                            9/24/2025

Host: Two Rivers

 

The 9/24/2025 meeting of the Manitowoc County EMS Association was called to order at 1907 by the president.    The meeting is held in person and virtually.  The educational portion of the meeting was held first with a presentation by Dr. Chris Painter speaking on Case Studies in EMS.  One hour of education and the meeting began at 2004.   

The meeting was then called to order and roll call was taken.  A quorum was not present initially but after education. 

 

Secretary’s Report:  The Secretary’s report was presented as printed.  A motion was made by St. Nazianz and seconded by Two Rivers to approve the minutes.    

 

Treasurer’s Report:  Ending Balances:  Checking:  $2381.23.  Savings:  $6050.36.  A motion was made to accept the report as presented by Two Rivers and seconded by Mishicot.   Motion was carried.    

 

Old Business:

1.      Contact List:  The contact list updates were passed around.  Items may be sent to the webmaster for other updates.  This includes email addresses, phone number, & contact information. 

2.      Committee Reports:

a.      Emergency Government/Dispatch/Radio:   There are tower issues which remain.  Rhonda is still looking for mutual aid agreements.  Bill spoke that if the Liberty tower goes down then there will be no county fire.  United Way 211 is out there.  You should also update your

      phone numbers on Everbridge at the county. 

b.      Manitowoc County Sheriff Department:  PAWS for Law dining dates are set for September.  EM Track is also getting some testing in other areas like Theda Clark and ABC and Gold Cross.

c.       Protocols:  We are working to get all protocols online including Orange Cross.

d.      Disaster/Training:  The county disaster drill was on Friday; Sept. 19 1800-1930  and we used EM Track.  Triage, tags, and mutual aid.  Many positive comments.   

RTF: Active shooter drills on 8/12/25 for businesses.  Discussion on triage tags.  Two Rivers is trialing. 

e.       Education/Training:  Follow the website, HERC, & RTAC emails for educational opportunities.  Many seminars via HERC are coming up, Theda Clark, and Froedtert.

f.        Medical Directors:  Protocol updates ongoing.

g.      MABAS:  Listen to dispatch for directions.  Update your life safety cards.  More user-friendly screens are coming.    

h.      NEW RTAC/HERC:   Encouraged to go to websites and look at training, education, and funding.  This is where the money comes from.  Meetings are coming up.  Can go in person or online.  See web sites for grants and updates.

i.        Lakeshore College:   New name now.  Taking requests for spring class requests.

3.      County Mutual Aid Agreements:  These need to be returned to the Emergency Government ASAP.  Two Creeks, Mishicot, and Branch all asked for new agreements again.

4.      Nominating Committee:  For 2026 we will need president and treasurer candidates.  Lori Krueger is interested in running again for treasurer.  Multiple people were asked to run for president but no candidates at this time have accepted.  Elections are in December and nominations will remain open until the meeting.

5.      Disaster Plan Manitowoc County:  Posted on the website.  All are asked to review it.

 

New Business:

1.      Next meeting:  Wednesday, Dec. 3, 2025 at Valders at 1900.

2.      Audit committee:  Discussion on  having an audit committee.  Motions by Mishicot to have this and then they will annually review the books.  Second by Collins.  Volunteers of Carla from Mishicot and Coralee from Collins will audit the books at the next meeting.   

3.      Elections:  Will be at the December meeting.

4.      Orange Cross:  Welcome Orange Cross into the group.  They are not voting members but a welcome addition as they are providing some EMS in Manitowoc County.  Jeremy Langese is their contact.

5.      Mishicot Ambulance:  Notes new service director contact of Mike Koeppel at 920-323-7806.

 

A motion to adjourn the meeting was made by Two Rivers and seconded by Mishicot.  The meeting was adjourned at 2035.
