Manitowoc County EMS Association Meeting Minutes 7/23/2025

The 7/23/2025 meeting of the Manitowoc County EMS Association was called to order at 1908 by the president. The meeting is held in person and virtually. The educational portion of the meeting was held first with a presentation by Bill Manis Mtwc. County Emergency Government representative speaking on the newly updated Manitowoc County MCI plan. One hour of education and the meeting proper began at 2004. This educational presentation will go onto our website and people are encouraged to read it as it is our plan. Some nice updates include a short, simpler format, NIMS compliant, and discussion on salt vs start and EM Track.
The meeting was then called to order and roll call was taken. A quorum was present.
Secretary’s Report: The Secretary’s report was presented as printed. A motion was made by Collins and seconded by Mishicot to approve the minutes.
Treasurer’s Report: Ending Balances: Checking: $2431.23. Savings: $6050.36. A motion was made to accept the report as presented by Kellnersville and seconded by Two Rivers. Motion was carried. Note: all 2025 dues are in except for Branch.
Old Business:
1. Contact List: The contact list updates were passed around. Items may be sent to the webmaster for other updates. This includes email addresses, phone number, & contact information.
2. Committee Reports:
a. Emergency Government/Dispatch/Radio: There are tower issues which remain. Rhonda is still looking for mutual aid agreements. No other updates.
b. Manitowoc County Sheriff Department: no updates
c. Protocols: We are working to get all protocols online.
d. Disaster/Training: There will be a county disaster drill on Friday, Sept. 19 1800-1930 in Cleveland and it will be a weather-related event involving 30 patients. Will use EM Track. Working with trying to use EM Track in agencies and hospitals to see if it works for us and the triage tag system. Sign up now with emergency government.
RTF: Active shooter drills on 8/12/25 for businesses. Discussion on triage tags. Two Rivers is trialing.
e. Education/Training: Follow the website, HERC, & RTAC emails for educational opportunities. Many seminars via HERC are coming up, Theda Clark, and Froedtert.
f. Medical Directors: nothing
g. MABAS: Listen to dispatch for directions. Update your life safety cards.
h. NEW RTAC/HERC: Encouraged to go to websites and look at training, education, and funding. This is where the money comes from. Meetings are coming up. Can go in person or online. See web sites for grants and updates.
i. Lakeshore Technical College: Rob Schmidt from Lakeshore College introduced himself to the group. He gave us an update on the new name of former LTC to Lakeshore College. He gave updates on the EMT/EMR program changes to meet the state changes. EMR and EMTA refreshers will also have hour updates. Current staff include Faye Aschenbach, Jay, Brandon, Rebecca, and Ryan.
3. County Mutual Aid Agreements: These need to be returned to the Emergency Government ASAP. Two Creeks, Mishicot, and Branch all asked for new agreements again.
4. Nominating Committee: For 2026 we will need president and treasurer candidates. Lori Krueger is interested in running again for treasurer. Multiple people were asked to run for president but no candidates at this time have accepted.
5. Telecommunicators Week: Thank you note from the dispatchers was read.
New Business:
1. EMR Class: Branch is hosting a new EMR class in December.
2. November Meeting: Discussion about November meeting being held in December due to the holiday.
3. I Phone Crash Detection: EMD meeting included an update on these from dispatch to include EMS being dispatched to these before law enforcement actual verification.
4. EM Track: Discussion about putting a link to EM Track on our website. Mark will investigate such a possibility.
5. Next meeting: Wednesday, Sept. 24, 2025 at Two Rivers at 1900.
A motion to adjourn the meeting was made by Two Rivers and seconded by Collins. The meeting was adjourned.
