Manitowoc County EMS Association Meeting Minutes --corrected 3/26/2025
Host: Silver Creek First Responders
The 3/26/2025 meeting of the Manitowoc County EMS Association was called to order at 1905 by the president. The meeting is held in person and virtually. The educational portion of the meeting was held first with a presentation by Joni Shavlik on QPR, Question, persuade, and refer an awareness program for suicide awareness. 1 hour of education.
The meeting was then called to order and roll call was taken. A quorum was present.
Secretary’s Report: The Secretary’s report was presented as printed. A motion was made by Kellnersville and seconded by Francis Creek. Motion carried.
Treasurer’s Report: Ending Balances: Checking: $1462.57. Savings: $7429.50. A motion was made to accept the report as presented by Francis Creek and seconded by Kellnersville. Motion was carried.
Old Business:
1. Contact List: The contact list updates were passed around. Items may be sent to the webmaster for other updates. This includes email addresses, phone number, & contact information.
2. Committee Reports:
a. Emergency Government/Dispatch/Radio: Welcome to Melissa. Discussion on not having dispatch assign channels 1 and 2. Ifern is not used in Manitowoc County. Discussion on using working red for fires. City of Mtwc. Does not have work 2. A motion was made by Kellnersville to skip channel assignment by dispatch and a second from Valders was made. Discussion and motion carried. There is a radio upgrade coming in 2026 for internal systems at JDC.
b. Manitowoc County Sheriff Department: no updates.
c. Protocols: Dr. Sarah is reviewing Mtwc. County protocols following the state recommendations. Valders is following Madison area Ems protocols. We will work to get all protocols online.
d. Disaster/Training: There will be a county disaster drill on Friday, Sept. 19 in the evening and lasting 2 hours in Cleveland and it will be a weather-related event involving 30 patients. More to come. EM Track training May 8 at EOC. Working with the results of the RTF and the state/HERC, we are trying to use EM Track in agencies and hospitals to see if it works for us. We will look at triage tags and em track use weekly.
e. RTF: Working to set up some EM track and resource classes. May 8 8-10:30 and 1800-2030 and 1100-1200.
f. Education/Training: Follow the website, HERC, & RTAC emails for educational opportunities. Many seminars via HERC are coming up.
g. Medical Directors: Dr. Martens reports that the scope of practice updates are done and there are no major changes. There is 1 addition for nasal epi administration for anaphylaxis in a cheaper product with a longer shelf life (NEFFY).
h. MABAS: There is no Ifern for MABAS. Listen to dispatch for directions. All cards are up to date except for rescue task force cards.
i. NEW RTAC/HERC: Encouraged to go to websites and look at training, education, and funding. This is where the money comes from. Meetings are coming up. Can go in person or online. See web sites for grants and updates.
j. Lakeshore Technical College: No update
3. County Mutual Aid Agreements: 4 are complete and back. Everyone needs to get this done asap.
4. By-laws: Discussion on proposed changes again. A motion was made by Kellnersville and seconded by Francis Creek to accept the proposed changes. Motion carried.
5. Nominating Committee: For 2026 we will need president and treasurer candidates. Lori Krueger is interested in running again for treasurer. Lori and Deb and someone else will be on the committee.
New Business:
1. FAP Funds: Discussion on these funds and how to access them. There was just a large amount of funding awarded in Manitowoc County. Directions on how to look at these and use them were discussed. The base numbers were just increased.
2. Telecommunicators Week: Discussion on getting treat baskets again for dispatch. A motion by Francis Creek and a second by Branch said we should do something similar to other years. Debbie will coordinate. Delivery will be on Wednesday of that week. All are welcome.
3. EMS Week: Everyone is doing their own things. Nothing county wide.
4. Donation: Questions about donations to the warming shelter. No action taken.
5. Upcoming events: Newton has a fish fry on Friday, May 16, May 1 is Branch fish boil and band.
6. Dispatching: Discussion on making a standardized script for the dispatchers and maybe phonetics for the harder road names. Dispatch to look at.
7. Next meeting: Wednesday, May 22 at St. Nazianz.
A motion to adjourn the meeting was made by Branch and seconded by Francis Creek. The meeting was adjourned at 2030.
