Manitowoc County EMS Association Meeting Minutes                                                  5/24/2023

The May 24, 2023 meeting of the Manitowoc County EMS Association was called to order at 1900 by the president.

The meeting is held in person and virtually.  A presentation by Manitowoc County Emergency Services Director Kayla Beckerdite was given on dosimetry training and use from 1900-1930.  Further education was presented by Bill Manis who spoke on Rescue Task Force (RTF) and triage from 1930-2000. 

 

The meeting proper was called to order and roll call taken.  A quorum was present.

 

Secretary’s Report:  The Secretary’s report was presented as printed and a motion to accept the report with was made by Manitowoc and seconded by St. Nazianz.

 

Treasurer’s Report:  Ending Balances:  Checking:  $3324.98     Savings:  $5477.70.  Reedsville made a motion to accept the Treasurer’s report as given and Branch seconded the motion.  Motion was carried.  The dues statements are out for 2023.

 

Old Business:

1.       Contact List:  The contact list updates were passed around.  Items may be sent to the webmaster for other updates. 

2.       Committee Reports:

a.       Emergency Government/Dispatch/Radio:  Kayla reported that there is a big radiation drill coming up and that is the reason for the dosimetry training as a part of emergency management preparedness.  The command post is getting all radios and some equipment installed.  There will be a designated pool of drivers for the unit and a driver/set up class will be made.  If interested in being a driver, contact Kayla.  The Nuclear drill in July/August with dates of 7/11  and 8/15.  A thank you was also shared from the dispatchers for their telecommunicators week treats.

b.       Manitowoc County Sheriff Department:  Rick Tisler reports that there are open road positions for deputies with many openings coming due to retirements.  There are generally 5 officers on duty at any time and just a reminder that if you need them emergency, please request this from dispatch.  Discussion about possibly flagging some challenging addresses for EMS and police.  More to possibly come on that.  Some discussion about having to answer dispatchers’ questions for why an officer is being requested and the delicacy of doing that on the radio and with potential patients listening.  Ideas shared.

c.       Protocols – Stroke protocols are in for review.  We will use the shorter versions.  Some reminders shared about cancelling an ambulance.  EMS will be dispatched with law enforcement for “check welfare” calls in rural areas.

d.       Finance – Dues statements are out.

e.       Disaster/Training:  Rescue Task Force was at on 5/2/23 at Hope Church.  Bill Manis gave an overview of it.  It was a very good training with a lot of learning in all areas:  EMS, fire, and police.  Thank you to everyone who participated and planned the drill.  Looking for new drill ideas.

f.        Education/Training:  Follow the website, HERC, & RTAC emails for educational opportunities 

g.       Medical Directors:  Dr. Painter spoke on the RTF drill and thanked everyone for doing EMS as well as Dr. Martens who also thanked everyone.  She also reminded us about trauma triage guidelines being updated and not to miss license renewals for your service as well as yourself.  Dr. Martens also said not to forget to upload your CPR card for renewals.

h.       Radio:  Reminders to wait for dispatch to acknowledge you before you go on with your radio traffic.  Also, just a reminder that the county has the language line as needed.  . 

i.         MABAS:  EMABAS is for sale, and we are waiting to see where this goes but MABAS is for sure good until 6/2024.   

j.         NEW RTAC/HERC:  There are grant monies available for use yet this fiscal year. 

k.       Lakeshore Technical College:  none

l.         Legislative Updates – Nothing new to report.

 

New Business:

1.       EMS Mutual Aid Agreements:  Should be reviewed and re-signed.  Looking at WHEM98 formats. 

2.       License renewals:  Agency and personal licenses are due by the end of June this year.

3.       EMS Week:  Cake for everyone was shared compliments of Manitowoc County EMS Association and everyone was thanked for doing this job.

4.       Manitowoc County Mass Casualty plan:  Will need an update this year.

5.       Next meeting:  Cleveland, July 26, 2023. 

A motion to adjourn the meeting was made by Reedsville and seconded by Branch.  Meeting was adjourned at 2048.
