Manitowoc County EMS Association Meeting Minutes                                                  1/25/2023

Host:  Two Rivers Fire/Rescue

 

The January 25, 2023 meeting of the Manitowoc County EMS Association was called to order at 1900 by the president.

The meeting is held in person and virtually.  A presentation by Brandon Burke, SWAT/Tactical Medic for Manitowoc County presented on the Manitowoc County program.  1900-1942.

 

The meeting proper was called to order and roll call taken.  A quorum was present.

 

Secretary’s Report:  The Secretary’s report was presented as printed and a motion to accept the report with two corrections made by Newton and seconded by St. Nazianz.

 

Treasurer’s Report:  Ending Balances:  Checking:  $2,905.74     Savings:  $5,466.96.  Branch made a motion to accept the Treasurer’s report as given.  Cleveland seconded the motion.  Motion was carried.

 

Old Business:

1.       Contact List:  The contact list updates were passed around.  Items may be sent to the webmaster for other updates. 

2.       Committee Reports:

a.       Emergency Government/Dispatch/Radio:  Kayla reported that there are more folks in training and 1 out.  The new command post has a delivery date of 3/23.  It will be amazing.  Betsy Olson was introduced as the deputy director for Emergency Management.  This year will be the Nuclear drill in July/August.

b.       Manitowoc County Sheriff Department:  Staffing is getting better and there is a mental health seminar coming up which they shared with everyone. 

c.       Protocols – EMS stroke protocol is still being reviewed.

d.       Finance – Nothing new to report.

e.       Disaster/Training:  Rescue Task Force training is being planned for 5/2/23 at Hope Church.  Sign up in the link and everyone will get a job to do.  It will start around 1630 and there will be like 25 patients with some staging, treatment areas as well as potential hospital transports and helicopters.  Still time to sign up.

f.        Education/Training:  The farm rescue drill in Two Creeks/Tisch Mills on May 6 was shared as well as other drill sponsored by the RTAC and HERC.  WEMSA 2/1/23-2/4/23 at the Resch Center. 

g.       Medical Directors:  nothing

h.       Radio:  EMS will not be cancelled by law enforcement as this was just reviewed again.  There has been no change in the towers or communications.  The Radios technically belong to the public works department and not emergency management. 

i.         MABAS:  Remember when coming to a MABAS event, consider where you park and plan for your rehab areas.

j.         NEW RTAC/HERC:  Pulse oximeters and thermometers are still available.  There is also grant monies available for use yet this fiscal year.

k.       Lakeshore Technical College:  none

l.         Legislative Updates – Nothing new to report.

 

3.       Elections:  Nominations for secretary were opened again and no other candidates were nominated for secretary.  Deb Holschbach has accepted the nomination.  A motion to close nominations and have the secretary cast a unanimous ballot for Debbie was made by Two Rivers and seconded by St. Nazianz.  Debbie will be the secretary.

 

New Business:

1.       Virtual meetings:  Discussion about keeping our meetings virtual or in person or hybrid was had.  There has been some work done on getting some costs and Google meet is $85 a year and we are trialing it tonight.  There is closed captioning, you can record, and no hot spot is needed.    We will keep the meetings hybrid and trial this option for a platform.  A motion was made by St. Nazianz to get the unlimited package/annual subscription for $85 and try it.  Second to the motion was made by Branch. 

2.       Laptop/Camera:  The virtual meetings need a laptop and camera to run correctly.  Mark Knier has already purchased and been using a small camera which seems to work well for presenting the meetings but he would like a specific laptop for EMS and is asking for $350 for same.  Discussion was had and St. Nazianz made a motion for pay Mark $350 for a laptop and Two Rivers seconded this.  St. Nazianz then made a motion to pay for the camera and Silver Creek seconded this motion.

3.       Refresher Classes:  Newton, Silver Creek, and Kellnersville all are having refreshers this spring and invited other departments to join them.

4.       Upcoming Events:  Fish Boil in St. Nazianz 3/10 drive through.

5.       ICS 300 and 100 classes in Plymouth in and in Fondulac or via the Wisconsin Train site.

6.       Next meeting:  Valders; March 22, 2023 at 1900

A motion to adjourn the meeting was made by Cleveland and seconded by Two Creeks.  Meeting was adjourned at 2050.
