Manitowoc County EMS Association Meeting Minutes                                                  7/27/2022

Host:  Silver Creek First Responders (South Side Station)

 

The July 27, 2022 meeting of the Manitowoc County EMS Association was called to order at 1900 by the president.

The meeting is held in person and virtually.

 

Education was given by Alyssa Johanek, Town of Two Creeks First Responder and Town of Two Creeks Fire Department with a review of their recent MCI drill held in the Town of Two Creeks.

 

The meeting proper was called to order and roll call taken.  A quorum was present.

 

Secretary’s Report:  The Secretary’s report was read and presented to the group.  Manitowoc made a motion to accept the minutes with correction of Callan Stoker attending for Francis Creek.  Silver Creek seconded the motion.  Motion was carried.

 

Treasurer’s Report:  Ending Balances:  Checking:  $2,905.02     Savings:  $5,460.79.  Silver Creek made a motion to accept the Treasurer’s report as given.  Manis seconded the motion.  Motion was carried.

 

Old Business:

1.       Contact List:  The contact list updates were passed around.  Items may be sent to the webmaster for other updates. 

2.       Committee Reports:

a.        Emergency Government/Dispatch/Radio:  Two openings in dispatch.  One offer tendered.  The rehiring process will reopen in August 2022.  Two are in training.  CAD will be updated.  The Manitowoc Fire Department have gone to the Crew Force application – Two Rivers Fire Department and Valders will also be adopting the program. 

b.       Manitowoc County Sheriff Department:  Staffing was reported as good – three are in FTO process – once they are done, the Sheriff Department will be at full staff.  Staffing is needed in the Manitowoc County Jail.  The Manitowoc County Sheriff Department Drone Team is now operational with 13 pilots and two drones.  Call the department for presentations and/or training. 

c.       Protocols – Nothing new to report.

d.       Finance – Nothing new to report.

e.       Disaster Training 2022 – Manitowoc suggested that the recent MCI drill held in Two Creeks be used as the 2022 disaster training. 

f.        Education/Training:  Nothing new to report.

g.       Medical Directors:  Dr. Jeff Schroeder is the new EMD Medical Director.

h.       Radio:  The Manitowoc County 50/50 Cost Sharing Grant Program is still available. 

i.         MABAS:  Chief Dallas reported no new updates – cards should be reviewed regularly.

j.         NEW RTAC/HERC:  An educational conference is planned for October 24, 2022 at the NWTC Conference Center – more information to come.  Pulse oximeters and thermometers are still available – check the MCEMSA, NEW RTAC and HERC websites for more information.

k.       Lakeshore Technical College:  An EMR class is scheduled for 8/23/22 – 10/27/22 at the Manitowoc LTC campus on Tuesdays and Thursdays.

l.         Legislative Updates – Nothing new to report.

3.       COVID 19 – Updates:  COVID is still here.

4.       Rescue Task Force (RTF) Equipment Grant – Update:  Manis reported that there won’t be any need for additional EMS or Fire Department funding.  New Go Bags – one in each ambulance in Manitowoc County along with tactical vests and ballistic helmets (one size fits most) – equipment may be used by First Responders on scene.  Manis reviewed BATH (Bleeding, Airway, Tension Pneumothorax and Hypothermia) and location of triage tags.  Expired defib pads can be used as chest seals.  Two virtual training sessions will be available in April/May of 2023.  A second RTF training event is being planned for 2023. 

 

New Business:

1.       Nominations will be open at the September 28, 2022 meeting for the position of Secretary.

2.       Portable on Scene Discussion – a short discussion was held regarding tracking the first portable on scene at EMS calls.  Kayla Beckerdite from Emergency Management/JDC stated that the problem should be resolved. 

A motion to adjourn the meeting was made by Manis and seconded by Silver Creek.  Meeting was adjourned at 1950.
