Manitowoc County EMS Association Meeting Minutes --Corrected 11/16/2022
Host: Two Creeks
The November 16, 2022 meeting of the Manitowoc County EMS Association was called to order at 1900 by the president. The meeting is held in person and virtually. Unfortunately, the scheduled education was unable to be presented. The meeting was called to order and roll call taken. A quorum was not quite present.
Secretary’s Report: The Secretary’s report was presented by President Becker (Deb Holschbach, Secretary was excused from previous meeting). There was no vote on the minutes.
Treasurer’s Report: Presented with ending Balances: Checking: $2,905.50 Savings: $5,463.52. No vote done due to lack of quorum.
Old Business:
1. Contact List: The contact list updates were passed around. Items may be sent to the webmaster for other updates.
2. Committee Reports:
a. Emergency Government/Dispatch/Radio: Discussion on the radios regarding using work 1 or work 2 at a call. Some discussion on the radio repeaters also. Travis has resigned and Kayla has taken over the County EM job and they are looking for a deputy. There will be a nuclear drill in 2023. Dispatch has two more people in training and is still 2 positions short. EMS reports that the stroke card will be updated
b. . Regarding the change in dispatches as requested by Kiel, the Association is officially on record as NOT being in favor of this. From the JDC Board, Chief Funkhauser and Chief Kohlmeier are both retiring. The new chairperson is from Mishicot and the co-chair from Manitowoc. Discussion on scripting some of the task sheets for dispatch so that we get the same dispatch information from all dispatchers. This would include MABAS protocols. .
c. Manitowoc County Sheriff Department: Major Jason Orth reminded everyone that sometimes they will be asked to stage due to incidents with alcohol, violence, or other high risk situations. Also, if we don’t need an officer to be sure and let dispatch know that also.
d. Protocols – The stroke card is changing.
e. Finance – Nothing new to report.
f. Disaster Training 2023 – RTF training is being planned for some time in 2023 – details will be forthcoming. Discussion on a tabletop drill in Reedsville.
g. Education/Training: WEMSA seminar coming up.
h. Medical Directors: Dr. Dan Miller was introduced to the group as Mishicot and Two Creeks Medical Director.
i. Radio: see above
j. MABAS: There is a Chief’s meeting tonight and they are discussing the MABAS contract and what all MABAS can do regarding functions in the program and maybe using more of the functions. EMS is supposed to be included in these discussions.
k. NEW RTAC/HERC: Pulse oximeters and thermometers are still available – check the MCEMSA, NEW RTAC and HERC websites for more information. There is still grant monies available with both organizations.
l. Lakeshore Technical College: Kelsey Brooks took a new job and Ryan reports that Rob Schmidt will do more EMS Coordination and they are looking for a new EMS person. Jay Steuer and Brandon Paletta are their other two employees. They also report high enrollment numbers in the programs with 24 to graduate from paramedic program and 21 EMR students. Sheboygan has an EMR class in the high school. LTC is looking at all of the proposed new curriculums and are looking at was to deliver those. There are flexible refresher options and also a wilderness EMR class which would count as an EMR refresher. You can also get 4 hour blocks of education from LTC for $17 per person. Also, LTC has a way that people can teach their or other refresher classes. There was discussion on the low pass rates for EMR.
m. Legislative Updates – Nothing new to report.
3. Nominations: Secretary St. Nazianz nominated Deb Holschbach to continue as Secretary with a motion made at the last meeting. She did accept the nomination. The office remains open until the next meeting.
New Business:
1. Old minutes: Mark is going to work on getting all of the minutes onto a digital format.
2. Virtual Meeting: Discussion on options of setting up our own meeting forum because of the challenges getting into the County site. Mark sharped some costs. Laptop $500, hot spot $30 a month, zoom vs teams. More discussion coming. Ryan mentioned that LTC has some old laptops that might work well. They are 2 years old and have windows 11.
A motion to adjourn the meeting was made and seconded. Meeting was adjourned at 2010.
