Manitowoc County EMS Association Meeting Minutes--corrected              1-31-2018

The January 31, 2018 meeting of the Manitowoc County EMS Association was called to order at 1900.  The educational presentation was done by Dr. M. Ziad Darkhabani, Aurora Bay Care Neurologist, who spoke on strokes, stroke interventions, and the LAMS stroke scale.  1.0 hours.

Bill Manis then presented on the Active Shooter Drill Review 0.5 hours.

 

The meeting was resumed after education.  Roll call was taken.  A quorum was present. 

 

The secretary’s report was presented and a motion was made by Manitowoc to approve the minutes and Valders made the second and the motion carried.    

 

The treasurer’s report was given and ending balances were given as follows:

Checking:         $3321.19                                  

Savings:           $5051.53                                      

 

All 2017 statements are back except for Silver Creek.  A motion was made by Kiel to accept the treasurer’s report as presented and Mishicot seconded the motion.  Motion carried.

 

Old Business: 

1.       Contact numbers:  Passed for updates. 

2.       Committee reports:

a.       Radio:  All members are encouraged to use channel 2 as much as possible.  Reminder that we are trialing IFERN for MABAS calls when a box alarm is called.  The only thing on county fire that should be said is that we are enroute or on scene.  There are some new pagers & portables coming that scan IFERN.

b.       Medical Directors:   Dr. Martens suggested fire and EMS working together for radio frequencies.  License renewals are coming.  There are two openings at the state level.  EMR and EMT have some scope of practice changes coming.  The STOP the Bleed program for bystander hemorrhage control is being endorsed by the HERC’s and RTACs.  There are some medication changes at the paramedic level. She encouraged people to get the renewals done early.  Dr. Martens also gave a legislative update that the community paramedic program is going forward.  Funding updates for EMR to use Act 2 money was approved.  First Net for EMS agencies will be adopted by Wisconsin but that will definitely be implemented in the future.  WISCOM has no funding right now but is the state radio communication system for inter-hospital.

c.       Protocols:  Looking at formats and evidence based protocols.

d.       Finance:    Working on 501 C status.  Some discussion on why to actually have that status.  No further action.

e.       Disaster:   Mishicot has volunteered for a 2018 disaster drill with some type of active shooter or larger format.

f.         Education and training:   Reminded of resources as needed for agencies.

g.       LTC:  2018 schedule is out and was emailed to everyone.

h.       Dispatch:  Dispatch is doing some work with Manitowoc County Human Services.  The paramount system update is still coming.  They have a new boss who is Travis Waack.  Pre-alerts were refused again.

i.         Website:  Mark Knier will continue to be our webmaster. 

j.         JDC Steering Committee:   Continue to work on pre-alerts, good data on the rip and runs.

k.       MABAS:  Significant discussion about MABAS working more with EMS.

l.         EMS Day 2018:  The date is Saturday, May 19, 2018 at Copps in Manitowoc.

m.     RTAC:  Theresa gave some updates.

n.       HERC:  Debbie gave some updates.  All information is being emailed.

 

New Business

 

1.       Next meeting:  March in Newton at 1900.

2.       Disaster trailer:  The trailer needs an enclosed home of 10 x 30.

3.       Tele-communicators Week:  Coming up 4/8 – 4/14/18.  A motion by Mishicot to do the baskets again with a second by Reedsville.

 

A motion to adjourn was made by Branch and seconded by Collins.  Motion carried.
